It's a cache file of previously polled static information, like
ifname->ifindex tables. mrtg only re-polls it every-so-often to keep
some of the processing down.
It should be in the directory that you launched mrtg from.
If your mrtg.cfg file were to be named "router1.cfg", then it would be a
router1.old file....
