[mrtg] ERROR: Can't Execute...

Hi,I have a problem when I install MRTG in WinXP,

First, English is not my language,
I try to show the situation.

I install the MRTG follow the step "The MRTG 2.16.2 Windows Installation
Guide"

when I  run the command 
C:\Inetpub\mrtg-2.16.4\bin>perl mrtg mrtg.cfg
get the error:
2010-07-07 17:56:44: ERROR: Can't Execute 'C:/Inetpub/mrtg-2.16.4/bin\rateup

Please tell me,
where is my problem?
