Since you're using MRTG in native mode (log files) you'll have problems recording rates less than 1.  To do this, you'll need to either multiply by a suitably high number in the Target line and then use a Factor[] to divide at display time, or else move to RRDTool as your backend which can easily handle fracional rates.
