You've got rrdtool and rrdtool-devel, version 1.0.50 already installed.
Try upgrading both rrdtool and rrdtool-devel at the same time, i.e.
# rpm -Uvh rrdtool-1.2.27-3.el5.i386.rpm rrdtool-devel-1.2.27-3.el5.i386.rpm
If you don't do them in a single transaction, you're trying to mix a 1.0.50
package with a 1.2.27 package.
