*ahem* How do you try to install rrdtool-1.2.27-3.el5.i386 rpm -i or rpm -U ?
The problem is that rpm can't _remove the old_ rrdtool rpm (rrdtool-devel-1.0.50-3.el5.rf.i386 - note the Version 1.0.50!)
but it can't because rrdtool-devel-1.0.50 needs this file.

Of course this will fail !
Please read the errors RPM gave you!
You failed to install rrdtool-1.2.27 but this RPM _IS NEEDED_ the corresponding devel packet!

Nope. Its in the rrdtool-1.2.27 RPM!
Looking at the content of this rpm reveals (for the 64bit rpm in my case):
rpm -qpil RPMS/rrdtool-1.2.23-1.el5.rf.x86_64.rpm | grep librrd_th
warning: RPMS/rrdtool-1.2.23-1.el5.rf.x86_64.rpm: Header V3 DSA signature: NOKEY, key ID 6b8d79e6
/usr/lib64/librrd_th.so.2
/usr/lib64/librrd_th.so.2.0.8
So the solution depends on the first question (_How_ do you try to install rrdtool-1.2.27 ?)
Try rpm -U and if this fails remove the old rrdtool-1.0.50 RPM (and the devel Packet) and
install the new version.
