Can be overridden by a command line switch IIRC.
--with-rrdtool=/dir/where/you/compile IMHO.

I guess. The current version is mainly thought for when you build the
extension stand-alone, which is the most common case for PHP extensions
- thus both things should be available.

Sure. The only stuff it actually needs to build are the devel headers to
know how to interface with the resulting library. I'm not sure though,
if it needs the binary or the .la file for libtool to dynamically link
... I'm not that familiar with library building on Linux.
