I'm not sure I agree with this "arbitrary time offset". The reason for
this is that it won't work correctly in timezones that switch timezones
through the course of a year. For example, I live in CST6CDT, which is
Central Standard Time for half the year and Central Daylight Time for the
other half. Essentially, we are 5 hours off GMT half the year and 6 hours
off the other half. I do want to see a solution for this problem however as
it has plagued me a bit. I started on a patch that would leave the time
recorded in GMT (so it wouldn't require a change to the RRD file format),
but would offset the graph display depending on what timezone the user was
_currently_ in. There were side-effects however, during the timezone
switch, one day would end up with only 23 hours, and another would show 25
hours. There is no perfect fix for this problem (aside from having the
whole world switch to a global time standard and getting rid of the notion
of localtime. (I'll advocate that in my spare time)). Still, having a fix
would be worth the side-effects. If I get around to getting the patch
implemented, I'll send it in. Don't expect anything soon however. If
someone else has time to work on it, that would be way cool.

Yea, that's it: I should have written ..."specify that an RRD's CDP
slots should be aligned based on an arbitrary time offset".
