[rrd-users] new debug option for 14all

Some time ago Alex someone requested more debugging possibilities for 14all
and Alex suggested:

> Just make it configurable (by vi) with a default of /tmp/rrdcommands

I've added an option to 14all:

UseRRDTool: rrdtoollog: /tmp/rrdlogfile

The file will contain the rrdtool calls with the error messages from
rrdtool. Get version 1.0p11 from the usual place
