Under Windows NT, you can use Win32::IPHelp
(http://www.generation.net/~aminer/Perl/) module to get all the IP information
and save in a database.

    As for me, the best choice is (under Linux) to create rule for
    every IP in ipchains, and then collect statistic from kernel (i
    mean "ipchains -vL chain_name | some_smart_script" or the like).
