When building rrdtool with cc everything seems excellent. Doesn't seem to
have any errors, and "make install" with CC=cc does install the RRDs module.
However, when using RRDs, the "start time: unparsable time" message occurs.
(the shared-demo.pl script errors out, "make test" errors) I am no C wizard
and sure that debugging the code would provide answers. This doesn't seem
like a totally unfixable problem, but would involve using C for AIX
debugging tools.
Can't speak for 5L or older versions then AIX 4. It's just a guess that your
friend is using rrdtool executable or RRDp. rrdtool users on the AIX-L
listserv write a lot of scripts with the executable. Never seen any using
RRDs. If not, your friends advice would certainly be a great asset to the
rrdtool community - for those using AIX. I'm not alone.

A friend of mine, who uses AIX a lot, was successful in building
it with AIX cc (well, he's pretty sure it was working - and I
think he was using it with Cricket.) But you say you'd tried that
so I'm not sure what the difference might have been.
