I don't think you can do this.  You either stop updating the entire
RRD (so: also the highest resolution RRA) or you update all RRAs.

Look for "working hours" in the mail archive.  The example is for
8am to 6pm but you can of course modify that.  This will filter out
the undesired time range at graph time.  Should work for you from
what I think you want to happen.
