Yes and no.

It is perfectly OK to update at another time, yet RRDtool will do some
calculations and work with normalized rates.

The question was: how to prevent this normalizing.  The only thing to
do is to make sure normalizing becomes a no-op.  It still happens yet
it has no effect when you make sure the time is right.
