Try the install Net::SNMP module with CPAN, but not work. Before, download the module the CPAN and install, but not work too.

Download the rrdtool-1.0.38-1.i386.rpm and install in redhat 8.0 successly.

The new version the rrdtool have something problem.

The error is there in front of you. A short description to a solution is
below.

You must install Net::SNMP

Make sure you have perl-CPAN install as RPM and whatever other RPM
packages you require to make PERL = CPAN work.

Then install through CPAN this module.

# perl -MCPAN -e shell
  install Net:: SNMP

For more details see a CPAN document at your local work CPAN mirror site.
