Hmmmm... sounds much more like a problem with the PATH to me. Perhaps
the rrdtool binary isn't in the default path for the PHP exec command.

The only time I've ever seen the red X for any graphic in (the much
maligned, but functional) I.E. was when the graphic inaccessible to the
browser.

Sounds suspiciously like a known issue with Internet Explorer.  Have you
tried viewing in another browser?
