Try this:
rrdtool create icmp.rrd \
-s 60 --start 1071682900 \
DS:one:GAUGE:120:0:U \
DS:two:GAUGE:120:0:U \
DS:three:GAUGE:120:0:U \
DS:four:GAUGE:120:0:U \
RRA:AVERAGE:0.5:1:720 \
RRA:AVERAGE:0.5:5:720 \

RRA:AVERAGE:0.5:120:360 \
RRA:AVERAGE:0.5:1440:365 \
maybe it's a problem with your heartbeat/step combination.
perl e 'print scalar localtime(1071682900)."\n";'
solves your second issues.
