This may sound like a dumb question, but have your tried
--units-exponent=0
instead of
--units-exponent 0
?

Subject: [rrd-users] a newbue question about --units-exponent
Just a quick question
Has anyone had any problems using the --units-exponent switch when
generating a graph. My graph generates with no problem unless I add:
--units-exponent 0
Then it will not generate (I have also tried different numbers with no joy).
I am running the script on an NT box
