[rrd-users] can't install RRDs.ppd

Hi. I am configuring a brand new monitoring server. It is a Windows 2000 Server, SP2 with MRTG 2.9.25, RRDTool 1.0.40 and Perl 5.8.0.804. 
Perl installed fine and I rebooted. Next I tried to install RRDs.ppd at the command prompt in the /perl-shared directory using: ppm install RRDs.ppd,  and I get a message that says "Error: no suitable installation target found for package RRDs" 
I have set this up a few times before and this is the first time I have run in to a problem like this.
