I figured out that I could fix it by removing my Unscaled[] option from the
target. That resulted in the same graph, except that the plots were in the
correct locations. I think this is a bug, most likely in 14all. 

Is this a known issue? If not, should I submit it to someone?

I'm using MRTG to get data from some servers on their disk space usage and
put the data into rrdtool, then using 14all to graph the data. I am using
rrdtool 1.0.46 and mrtg 2.9.12a. 
I am getting inaccurate graphs that show 240G as the maximum Y value. The
maxbytes value I have in the config file is 214933090304 (215G) (kilo=1000).
The legend in the graph shows the correct maximum value of 215 GB, but in
the graph 215GB is graphed at the 240GB location. 

Is this a bug or am I doing something wrong? I have attached the graph in
question, hopefully you can see it.
