Here's a screenshot if I do the same:

serge at bla$ rrdtool create mshsevalues.rrd --start now --step 300 \
 DS:snrfreq1:GAUGE:300:-105:50 DS:snrfreq2:GAUGE:300:-105:50 \
 DS:percentrexmitfreq1:GAUGE:300:0:U DS:percentrexmitfreq2:GAUGE:300:0:U
\
 DS:totalframes:GAUGE:300:0:U RRA:AVERAGE:0.5:1:100000

serge at bla$ rrdtool info mshsevalues.rrd | grep rows         
rra[0].rows = 100000
 
Seems like 10000 alright. Does your machine say other things?
