Thanks, but I still don't see the to make it work.

I now use:
RRA:AVERAGE:0.99:[expr 24 * 7]:400

so i have blocks for 1 week, i don't need --sped any more.
I don't see how i can realize it with a 1day resolution (like i 
interpretet of your answer) an --step?

Or am I on the wrong track?
