Thanks for your help so far :)

Without the thresh config section included in the mrtg.cfg file, I get no error messages when it's started up.  

It's collecting data with and without the thresh section defined in the mrtg.cfg file because the graph is displaying data.  But, the graph is all whack, it's all over the place, it will jump from 20 one min to 70 the next and then down to 50 (these are temperature probes).  

The graphs on the server with the functioning MRTG/RRDTool setup look perfect and are operating correctly.  

I recreated the mrtg.cfg file by using cfgmaker.  However I pasted sections from the old one to the new one.  Here's the section on one of my breakers from the mrtg.cfg file and the included threshold section which is currently commented out:
