Ah ha.. yes, the difference IS huge! Glad I didn't beat my head against
the wall for too long trying to figure this out.
Is there some way I could impose a labeling scheme on this graph that
would display 0.6 rather than 600m? I have a feeling other people
viewing these graphs will make the same mistake.
Do you have any ideas about my max/average problem?

600m, not 600M. Yes, the difference is huge.
600m equals 0.6 whereas 600M equals 600,000,000
And it is per second, not per 300 seconds (5 minutes).
Yes, you can have 0.6 errors per second _on_average_ .
For instance: 6 errors in 10 seconds equals 0.6 errors per second.
