[rrd-users] How to Force Generation of VRULE Regardless of Scale

Unfortunately, no. I've been viewing the images directly and varied the graphing options
(horizontal/vertical image size, zoom factor, etc.) to verify that the lines 'really' aren't getting
drawn (which they are not).
