[rrd-users] Where can I find RRDtool/WIN32 bindings for Tcl

I didn't have much luck last time - so I will try again.  

I am trying to locate the RRDTool dll for TCL on Win32

I am at a loss as to what to do with the
rrdtool.tar\rrdtool\rrdtool-1.2.26\bindings\tcl folder.  

Obviously it needs compiling but can anyone point me in the right
direction.  I sure don't mind doing the legwork but I need a jump start.
