That seems to be a signed package, in which case you'll need to import the 
appropriate GPG key, which will likely be found where you got the RPM:

   rpm --import <KEY_FILE_HERE>

Alternatively, just try using this command instead:

   rpm --nopgp -Uvh rrdtool-*.rpm

If you have any further questions about RPM, I'd be glad to help, but it 
may be more appropriate to reply off the mailing list, as this is more of
