Hello Bart,
I don't think there is a way to do this with rrdtool. You can add an
entry in the legend for every VRULE if you want:
VRULE:time#color[:legend][:dashes[=on_s[,off_s[,on_s,off_s]...]][:dash-offset=offset]]
