[rrd-users] install rrdtook package on centos / rhell 7

> Before we moved to centos/rhel7 it was a simple task, just doing:
> yum install rrdtool rrdtool-devel and rrdtool-perl was enough.

These packages are in the rhel7-optional repository, which is disabled by
default.  Enable this and you'll be able to download them.
