As smokeping is using rrdtool you should be able to specify min and max
during creation

 rrdtool create filename [--start|-b start time] [--step|-s step]
[DS:ds-name:DST:heartbeat:min:max] [RRA:CF:xff:steps:rows]

But as far as I can see this is not settable via the confif file.
