Yes, in the router side, there is:

ip rcmd rsh-enable
ip rcmd remote-host root 200.208.232.131 root enable

I've tried with or without username in smokeping config (with the 
appropriate changes in the router, sure)....no problem with...

As I said, the rsh works perfectly......at the shell prompt........but 
inside smokeping.....without explicity errors...only silent hangs...
