[smokeping-users] max_rtt doesn't work

Hello !

I'have removed old rdd files, I've restared apache and smokeping.
Still nothing, on all kinds of charts I can still see values over 1, 
sometimes over 2 sec.

height = 50
range = 12h
max_rtt = 600

width = 900
height = 300
unison_tolerance = 2
max_rtt = 600
