The "host" entry is part of the Target, not the PROBE_CONF.

i.e change

 ++ spamhaus
 menu = SBL/XBL
 title = Spamhaus SBL-XBL Server
 +++ PROBE_CONF
 lookup = 2.0.0.127.sbl-xbl.spamhaus.org
 host = 192.168.1.251

to

 ++ spamhaus
 menu = SBL/XBL
 title = Spamhaus SBL-XBL Server
 host = 192.168.1.251
 +++ PROBE_CONF
 lookup = 2.0.0.127.sbl-xbl.spamhaus.org

and it will work.
