This could be caused by the upgrade being run with a more restrictive
umask than the default (0022). Normally, all directories from
/usr/local/etc/smokeping and up are 'drwxr-xr-x'.

FreeBSD 5.0 and later does support ACLs, but this is not enabled by default.
