[smokeping-users] Java client for updating IP address for Dyamic Host

Dear all,
I have make a small java client to support updating of IP address 
for dynamic host. This should make it easier to monitor Windows 
Host without installing perl.

Just put the java class file in the schedule to run "java DynamicIPUpdater"

Config Steps:

There are three files that the program will check before executing.

server.txt - enter the ip address or hostname of the smokeping server
target.txt - enter the target to update
secret.txt - enter the secret key

Do note that error checking is very minimal. All feedbacks are most welcome.
