[smokeping-users] Alert after 400 bandwith

Hi Tobi,

Yes the text is ok, but not sufficient for a newbie on pattern.
It should say something how to test the value for optimize.
For example to test started with the simple pattern.
It is easy to run default <10,<10,<10,<10,<10,>10,>100,>100,>100 and not
know if this is optimal.
