[smokeping-users] SmokePing 2.3.1 released

I have released smokeping 2.3.1. This is a minor update with the
following changes:

* Do not send alerts for hosts not being polled due to the
  'nomasterpoll' property being set.

* Fixed div structure in hierarchy and filter form.
