[smokeping-users] smoketrace bad packet length value

Hi Björn,

make sure traceroute works with -I when run as the user the tr.cgi
runs as ... I think I remember seeing this rather odd error when
there were permission problems ... you may want to set traceroute
setuid root anyway ...
