[smokeping-users] Refresh of HTML pages too fast

The HTTP-EQUIV="Refresh" line is in etc/basepage.html

The distributed version says
<META HTTP-EQUIV="Refresh" CONTENT="<##step##>">

Just replace ##step## with whatever value you want.

(P.S.  3 pings every 5 seconds is extremely aggressive timing.  You'll
more than likely have problems as you add hosts or if hosts go down.)
