The raw data in the first line is what MRTG gets from the SNMP call.  The
data in the next section is a delta divided by the number of seconds
elapsed.  If the counter on the SNMP agent rolls over (which happens fairly
often if you are monitoring fast links), your numbers aren't going to add
up.

As far as begin able to edit the file, you need to figure out when in the
log file your data fits.  How old is your data when compared to the current
time?  if its historical, you need to build the averaged numbers and fit
them into the log files where they go.  

Your other option, if you have all of the 5 minute readings, is to build a
script to feed rateup the data, one reading at a time.  It would take care
of averaging the data, etc.
