Some ISP's (at least I've seen them) don't physically narrow the bandwith,
they let you have peak usages of more then the agreed bandwidth, as long as
it is peak usage and not average. This peak usage can be 10 Mbps for only 30
min or something. It is possible they allow this for some time, and advise
you to upgrade your connection. You can better direct this question to your
ISP I think.
