Actually, since MRTG uses PERL, there is a package called Sys::Syslog that
is a very useful little package.

my suggestion would be to write a C wrapper program which you have mrtg call
when thresholds are reached.  look at the syslog(3) man page.  Shouldnt be
too much trouble to have a simple C program that takes some parameters, and
then injects a message into syslog.

I've actually been considering writing something like this for a while.
