Yep, that looks like it would work.... unfortunately I can't get it to work.
I keep getting this error.

        usage: snmpget [opts] host community object-identifier
[object-identifier ...]
        valid opts are:
           -p <port>    - port to use; default port 161
           -T <timeout> - initial timeout in ms; default is 300 ms
           -R <retries> - # of retries; default is 6 retries
         Rateup ERROR: Chdir to /home/httpd/html/mw-wan/mpls-3640/data/
failed ...

       PROBLEM: rateup died from Signal 0
        with Exit Value 1 when doing router 'dial-machine'
        code was 256, retcode was . If this happens all the time,
        you should probably investigate the cause. :-)

Unless someone has any info on what I am doing wrong or what to do I am
going to not do this.

Look in the contrib directory at GetSNMPLinesUp and you should be able to
tweak it to do what you want.
