I currently am monitoring about 10 different Cisco 1600 routers with mrtg on a linux box. I was not able to make config-maker create a cfg file to monitor cpu usage so I created my own target using the OID
Try adding this to your config file. (replacing the IP and community string with your own, of course)

Target[router-cpuload]: 1.3.6.1.4.1.9.2.1.58.0&1.3.6.1.4.1.9.2.1.58.0:public at 192.168.100.1
Options[router-cpuload]: gauge, noinfo, absolute, growright
Title[router-cpuload]: Router CPU load
PageTop[router-cpuload]: <H1>Router CPU load</H1>
Maxbytes[router-cpuload]: 100
Ylegend[router-cpuload]: % Utilization
Unscaled[router-cpuload]: ymwd
