It seems to me that there's something wrong with your linux setup.
Polling those devices shouldn't be a problem, unless it takes too
long for the run to complete.

Maybe a long delay is occuring, for instance due to name lookup or
due to snmp timeouts.  Do you get other errors apart from the locked
file problem?

Temporarily remove the entry from cron.  Run it by hand and try to
deduce what it is that is failing.  Use tools like ping and snmpget,
monitor the network (use the tcpdump program for that, man tcpdump)

If possible (that is: if you still have access to a box running
RH6.1), compare the two boxes step by step.  Start with the network
connectivity (does your device respond to snmp).
