Traps are only used with a NMS.

All you need to get MRTG working on the Cisco is...
#----- start
access-list 1 permit

snmp-server community public RO 1
snmp-server host public
#------ end

Change 'public' to a different community string and '' to your
MRTG host.

The access-list will restrict your router being polled to those devices in
the list.
