[mrtg] Log files not automatically created. Bug in MRTG?

I have been adding new targets to MRTG 2.9.17 on Red Hat 7.1. For each new
target, I get an error:

 2001-07-31 15:00:23 -- WARNING: rateup died from Signal 13
 with Exit Value 0 when doing router 'ap-02-15.morinda.com'
 Signal was 13, Returncode was 0

Unless I create bogus log files with 0 values.

Is there a bug that the log files are not automatically created? I have
checked all the permissions and everything is good as far as I can tell. I
have even gone so far as to run MRTG as root once or twice to see if I could
get it to work (it didn't).

Any ideas why this is happening? I need to add a large number of high port
density switches and it would be really nice if MRTG would do it
automagically.
