[mrtg] need help.

I need to measure and plot the CPU UTILIZATION of a WINNT SERVER. Also
PACKET LOSS.
my question is, Which tool should I use? The WINNT already has a PERMON.EXE
which logs the entries.. 
after going thru the MRTG / SNMP4tpc sites the little knowledge I gathered,
If I give the OID it will give me information.. My question is which is a
better tool? And for this case which one will be a better one to use, MRTG
or PERMON.EXE?
