This is not true for a default MRTG configuration.  What you are
describing here is an average calculated by the device.  If that is
what you are monitoring then yes, you should take that in consideration.
You should then also be using the "gauge" option.

MRTG does not use such averages.  If works with octet counters from
the device.  Only when you specifically tell MRTG to use other OIDs
from the device your point is correct.

For everybody using targets as descibed in the file reference.txt
section "Target", not including the part "Explicit OIDs", you can
discard above quoted part.
