Trying not to be a smart ass:

The graphs are showing you have traffic coming in and going out from the
network device being monitored.  
Your incoming traffic is fairly close to outgoing traffic.

I think that the following is correct but it is still early and the coffee
has not kicked in yet.
If you have a 64 kilo bit connection and all traffic to/from this machine is
going over the 64kb line this machine is generating 5.435/8 % of incoming
traffic and 6.922/8% of outgoing traffic, or essentially saturating your
connection.  

If you would like more information we need more information.  Also ask the
person who set up the graphs unless you are trying to catch him/her for
doing something wrong, in that case dont fire the person for what I have
said above as it is possible I am WRONG.
