It all depends.

What OS are you using?
Where is the webpage with respect to the monitoring system?
Do you want to measure the time it takes to load?
Do you want to verify the content on the webpage?
Do you want to make sure other pages work too, or just the initial page?
Do you have access to the web logs?

How can i use MRTG to monitor the whether the webpage is reachable or not
Can i check the hits rate also ?
any other web services that i can monitor ?
