I don't think there is a built-in way for MRTG to measure web response time.
However, MRTG gives you the ability to spawn a 3rd party script or program
and take stdout from that as data, if its in the correct format. You may
have to script something yourself that checks speeds, but I'm not certain
how you would do that exactly. Check the documentation for the correct
format for the output of the called program. If you are familiar with any
scripting languages, you may be able fashion something that can do what you
want.
